Responsible for inspection of food establishments/food protection and sanitation; rental housing/sanitary housing code; swimming pools. Investigates health/environmental complaints; monitors recreational water quality; oversees siting of private wells, water quality analysis, Title 5 and site review; conducts environmental health assessment, communicable disease investigation reporting and control; oversees Mass Estuaries Program and Ponds Stewardship Program; coordinates Emergency Dispensing Site Program; and administers liquor and tobacco control and licensing.

Plans, coordinates and provides services to residents age 60+, along with limited services to residents under age 60; educates the community and public of the needs of Sandwich seniors, including health, legal, and financial aid and health insurance; provides social programs and activities, with volunteer opportunities for all ages; furnishes transportation via the COA vans and volunteers; conducts outreach (social work), some case management, and assistance programs; and develops programs in response to community needs, operating a fuel assistance intake site for all ages and financial entitlement program assistance.

24-hour Services include emergency medical services, fire suppression, emergency water evacuation, and tracing gas leaks. This 18-hole championship golf course is open to the public. Includes practice driving range, two putting greens, a full-service golf shop and club rentals; a bar and grille function facility for meetings, weddings, parties and golf outings; and resident and non-resident fee programs for both daily and annual play.

Directs recruitment and hiring activities for position openings within the town, with the exception of the School Department and town library; oversees the administration of compensation and classification policies and practices in accordance with collective bargaining agreements, Town bylaws and federal and state statutes; assists Town Manager’s Office in preparing and negotiating union contracts and in addressing and resolving labor relations issues, grievances, arbitrations and disputes. Also handles all workers compensation claims for the town, including for public safety departments as well as the School Department. Assists with arranging various employee safety-related trainings designed to prevent injuries and keep claims down.
